At the CPNO monthly regular meeting on April 17, 2023, a developer presented and answered questions regarding their project for a mixed-use building on Moreland Avenue. After the meeting they sent this memo to CPNO in response to the discussion and provided the rendering seen here. It is worth noting that this project is outside the NPU process and does not officially require neighborhood approval. The proposed development falls within current zoning for the area so does not require zoning changes nor variances. There is an Atlanta City public hearing for this proposal on April 26th at noon, and neighbors with concerns should be sure to attend to have their voices heard there.

Little 5 Points Development
Thank you for allowing us to present a brief overview of our project during the Candler Park Neighborhood Organization (CPNO) meeting on April 17th, 2023. We appreciated the opportunity to listen to CPNO members and wanted to take the time to address a few of the comments raised.
Trees
An arborist evaluated the existing trees on the property. Four of the five trees were found to be in both poor health condition and poor structural condition with potential life safety issues. The offsite trees along the eastern property edge (those in resident’s backyards) could not be evaluated without trespassing. We have scheduled the arborist to meet on site Monday next week at 9 AM to assess these trees, if given permission by the corresponding residents. We would appreciate any assistance you could offer to gain access and have already connected with Jason to facilitate.
Restaurant Exhaust
Our restaurant space has been designed with state of the art Pollution Control Units, PCU, (scrubbers). These systems will remove 84% of particulate matter and utilize custom filters best suited for the type of cooking for each space.
Odor
We have consulted with Waste Management to use their self contained trash compactor for all restaurant, retail, and residential refuse. The compactor will be located in conditioned interior space and will come equip with Waste Management’s Marathon Ozone Odor Control to for both pest and odor management.
Building Height
We are conducting a sun-shade study to evaluate the building’s impact on sunlight in the adjacent neighbor’s backyards – as well identifying the sightlines from the Josephine Street backyards. The proposed building orientation is heavily weighted towards Moreland Avenue – with a height of only 35’ at the rear adjacent to the setback, as mandated in the current zoning requirements for NC-1 zoning. The transitional height plan mitigates impacts on adjacent residential structures in adjacent parcels such as Josephine Street. Additionally, the backside of the structure which abuts the backyards will be screened to lessen the visual impact of the building.
